Lifeguards often collect lost items. Ask people near your spot if they saw or picked up a phone.
Check the beach's lost & found
Many popular beaches have a staffed office, kiosk, or local authority that collects lost items.
Good News: Beaches have one of the lowest phone recovery rates — about 25%. The combination of sand, water, and large open spaces makes finding them difficult.
